The console had been built and tested for a day without being opened. Opened under a virtual display against a live gate, it drew the act of consent, and after consent the held state, the two log records and the tier A signals honestly not connected.

What changes. While consent was pending, the status line said "HELD" and the red banner said content was withheld, both about the indicator and neither the reason nothing was stored. The waiting-for-consent answer now comes before the hold and the pause, and the banner stays down until there is consent for something to be withheld from.

Proof. A status test for the ordering, the web suite, and the window opened again after the fix. Screenshots are on the session that made this PR; the box has no display, so they came from Xvfb.

and after consent was given over the control socket it drew the held state, the two records
on the log, and both tier A signals honestly not connected — there are no collectors on the
machine it ran on.

One thing was wrong in the first picture. While consent was still pending, the status line
said "HELD — the indicator cannot confirm it is visible, so content is not being stored" and
the red banner said content was being withheld. Both true of the indicator, and neither the
reason nothing was stored: nobody had agreed yet. That is the prior cause, and saying "held"
there sends the person looking for the pill. The waiting-for-consent answer now comes
before the hold and the pause in the status line, and the withheld banner stays down until
there is consent for something to be withheld from.

Tests: the status line says waiting for consent even while the indicator is unverified.
Checked by opening the window again: the status line and the banner now say the one thing
that is true.
